Based on real life events, the film revolves around the heroic efforts of a team of firefighters as they attempt to deal with a fire that breaks out at an oil refinery in Dalian.

An assassin named Tae-goo is offered a chance to switch sides with his rival Bukseong gang, headed by Chairman Doh. Tae-goo rejects the offer that results in the murder of his sister and niece. Accompanying Minou one night, Judith witnesses a brutal massacre by the Malaysians which spurs her on to expose the horrors of the internment camps at Bidong.
