Valentine Casey is a Marshal in the desolate Tucson territory of the early 1900s. On Christmas Eve, his outlaw family pays him a disturbing visit. He must confront the sins of his past. Orphaned and left in the desert as an infant, Evil Roy Slade (John Astin) grew up alone—save for his teddy bear—and mean. As an adult, he is notorious for being the "meanest villain in the West"—so he's thrown for quite a loop when he falls for sweet schoolteacher Betsy Potter (Pamela Austin). There's also Nelson L. Stool (Mickey Rooney), a railroad tycoon, who, along with his dimwitted nephew Clifford (Henry Gibson), is trying to get revenge on Evil Roy Slade for robbing him.

Monte Hale is cast as town marshal Barney Regan. It is Barney's formidable task to round up a gang of bank robbers and expose the "Mr. Big" behind all the robberies.

A mysterious preacher protects a humble prospector village from a greedy mining company trying to encroach on their land.

The Durango Kid is a sort of Robin Hood of the West who helps the lovely Walters (who replaced Starrett's usual love-interest, Iris Meredith), the daughter of a homesteader, defeat the evil MacDonald who has been terrorizing the decent citizens with his gang of rustlers.

A desperate robbery ensues, leading to Level wanted for murder!
