A criminal subculture operates among U.S. soldiers stationed in West Germany just before the fall of the Berlin wall.

In an effort to give filmmaking one last try, failed director Kipp Swanson accepts a job to document an allegedly haunted house in his town, assembling a team of ghost experts, including his ex-girlfriend.

The world has been reshaped by the invasion of ghosts via the wireless internet.
