Alex Fong hangs around gangsters, stresses out his girlfriend with his reluctance to commit and embarrasses his father (Ku Feng) when he gets into trouble. Moon Lee is his sister who’s also a cop working at the same the station of her father and she can’t stand her brother nor his lifestyle. When their father is murdered in cold blood by a hired hitman (Billy Chow), Moon Lee vows to avenge his death.

Though policewoman Hsie Wan-chin (Cynthia Yang Li-ching) is merrily planning for her wedding with fellow cop Wilson Tsiang (Lawrence Ng Kai-wah), he is having an illicit affair with her best friend, May (Moon Lee). When Wilson tries to break things off, May doesn't take it well. When she learns that Wilson and Wan-chin are moving to England, she completely loses it.

Years after the events that transpired in Kite, Sawa's whereabouts are a mystery. During this time, rumors of a new killer have begun to circulate the city. They call her the Angel of Death, an unfeeling assassin who eliminates her targets with grace and precision, leaving only a flurry of feathers as her calling card. What the public is unaware of is the fact that this notorious hitman is a polite young lady named Monaka. Until then, daily life for the timid and somewhat clumsy Monaka involves mostly school and her part time job as a waitress, but her nature completely changes once she receives an assignment.

A gang of young thieves try to rob a mob boss, but their heist is interrupted by an officer of the Tokyo Police Department's elite Zero Division. They get away with the loot, but the officer, a beautiful, more-than-slightly psychotic young woman who also happens to be an excellent shot, is tracking them down. To bring the case to a successful conclusion, she must deal with rival crime gangs, small- time crooks, and the wavering loyalties of her own partner.

In this installment of the Zero Woman series, Rei, the number-one assassin of the Tokyo Police Department's secret Zero Division, has been assigned to take out a notorious gangster responsible for dozens of murders. When a series of vicious murders takes place, she begins to suspect that the killer may actually be her friend taking revenge on everyone who has abused him. Will she uphold her duty to the police, or protect her only friend?
