After a fishing boat is attacked, the sole surviving crew member realizes it is none other than a resurrected Godzilla. However, efforts to bring the story to light are suppressed by the Japanese government amid growing political tensions between the United States and the Soviet Union, who are both willing to bomb Japan to stop the monster.

Godzilla has become a distant memory for Japan when the destruction of a US submarine raises alarms for Admiral Tachibana. His estranged daughter Yuri investigates the legend of the guardian monsters, who must rise to protect Japan against the vengeful spirits within Godzilla that seek to destroy both the nation and its people for the suffering they inflicted in the Pacific conflict.

In the near future, the “ARK Project” has initiated a program to increase the quality of human life through the peaceful use of robots. Dr. Komyoji, the chief scientist on the project, has developed a process to create a robot with a figurative human “heart” through the installation of a “conscience circuit”, but his plans are violently opposed by researcher Gilbert Kanzaki. When Dr. Komyoji is killed in an apparent accident, his children Masaru and Mitsuko are targeted by mysterious forces within the ARK Project looking to gain control of the scientist’s research data. But the villains are opposed by Jiro, the android with a human conscience who fights for justice as the hero Kikaider.

The city of Yūbari in the Hokkaido prefecture has become a ghost town following the presence of Shadow Moon and his minions of Gorgom. Makino, a scientist working on Gorgom's top-secret robot experiment, escapes from the evil organization and returns to Tokyo, only to find out that his wife and daughter have been abducted. As Kamen Rider Black, Kotaro travels to Yubari to save Makino's family and liberate the town from Shadow Moon's evil grasp.

One year has passed since Satria Garuda Bima-X defeated VUDO and the earth is in peace again. Ray and Rena are rebuilding the Parallel World again. However, new evil forces attack and old enemies rise again to devastate the earth.

Takeshi Hongo and FBI agent Kazuya Taki fake their deaths when they are attacked by Shocker soldiers during a motocross race. They disguise themselves as Shocker soldiers and infiltrate the main headquarters, but it doesn't take too long for Ambassador Hell to find their whereabouts and trap them. Before he detonates a bomb within the base, Ambassador Hell tells Kamen Rider #1 and Taki that Shocker is preparing a giant laser capable of destroying cities. Our two heroes must escape from the base's self-destruction and stop Shocker from arming their latest weapon. In the film, the Crisis Empire devise a plan to defeat Kohtaro Minami by reverting him back to his old form of Kamen Rider Black and sending out several revived monsters after him. However, Kamen Rider Black is assisted by another RX, who used a time warp to help his past self. The two are joined by RX's alternate forms of Robo Rider and Bio Rider and the four Kamen Riders combine their powers to defeat the revived monsters.

The Changeman must work with an earthquake institute to prevent Earth from being destroyed in a sea of fire by the Gozma.

After a Space Beast throws them off Shuttle Base, the Changeman scramble to get their ship back as Sayaka tries to protect it from the inside.
