A mysterious woman, known as Madame M, kidnaps forty pre-teen girls and transports them to a remote island to train them as the most deadly assassins. CIA operative Jack Chen follows the case for 6 years with no leads, but when a series of assassinations begin to occur, Jack suspects that Madame M is back in business.

Tokyo is a dark technopolis, a city of faceless chrome and cold marble. It is ruled by Nogi, a yakuza boss specializing in drugs and murder. Moon Lee is his sister who’s also a cop working at the same the station of her father and she can’t stand her brother nor his lifestyle. When their father is murdered in cold blood by a hired hitman (Billy Chow), Moon Lee vows to avenge his death.
