Erich Kästner’s beloved novel has been adapted for film or television six times since its publication in 1929; this 1935 British version was the first in English. Believed lost for decades, it was recently rediscovered by the BFI and has now been restored. The film moves the action from Berlin to London, where Emil goes to stay with his grandmother and cousin. Thereafter, the tale of Emil’s adventures with a gang of streetwise London children faithfully follows the original plot.

Tommy loses his job as a make-up artist at Bayerischer Rundfunk after fogging an announcer with hairspray and then insulting her; Mike is dumped by his girlfriend because, on the one hand, he only cares about his music and, on the other hand, he is financially stranded. So Mike and Tommy travel to Bad Spänzer, where the lady is staying. But she is as faithful as gold, so Mike, disguised as a Prussian, makes advances to her so that Tommy can take the required photos. But Tommy soon has to slip into a costume, too: Since Tommy looks deceptively similar to an Arab sheik, he is hired by the sheik's secret service to double him. What Tommy doesn't know: assassins want to kill the sheikh at all costs.

Grave robbing, cannibalism, conspiracy- these and more make up the world our hero (name unknown) falls into after receiving a mysterious package meant for another address. On his attempt to bring the box to it's rightful owner, he witnesses some bizarre, possibly criminal behavior exhibited by the intended recipient. Fascinated, he begins an absurd journey to find out the truth of the package's origins- bringing him to the brink of sanity and good taste.

When Emil travels by bus to Berlin to visit his grandmother and his cousin, his money is stolen by a crook who specializes in digging tunnels. Emil must get the money back as it is for his grandmother. While following the thief, Emil runs into Gustav, an enterprising young boy who gathers up all his friends to help Emil find the money. Emil's cousin also gets involved and they get into more trouble than they bargained for when Emil's pickpocket turns out to be mixed up with a couple of notorious bank robbers.

In New York City, detective Luigi Mackeroni investigates a string of mysterious penile mutilations at the Hotel Quickie. After Mackeroni attempts to have a tryst with a gigolo he meets in the lobby, a carniverous condom bites off his right testicle and flees, which sets the detective off on a quest to stop the predatory prophylactic once and for all.
