When Shivaji and his family and the entire community of his village are one day forced to leave Pakistan, he is separated from his beloved mother, who once adopted him, while fleeing to India. Having grown into a respectable and feared man a few years later, Shivaji now sets out in search of his next of kin. But he also stands up for the rights of his people who are forced into forced labor by an exploiter and devotes his whole life to this task, which is why he is henceforth referred to as 'Chatrapathi'.

The movie starts with two innocent and kind hearted guys named Heeralal and Pannalal. They are famous among criminals as they have helped police in capturing them several times. Heeralal is in search of his parent’s killer but has no idea of him at all. Pannalal is in search of his father. Heeralal meets with a girl named Ruby and falls in love with her. Pannalal falls in love with Ruby’s friend, Neelam. Kalicharan, who is a renowned criminal has decided to teach a lesson to Heeralal and Pannalal for interfering in their business. But instead Kalicharan is forced to run from the police. Police commissioner, Premlal is very happy with the guys and wants to protect them from Kalicharan and his friend, Panther’s anger.

Her dad would like her to marry Laxmikant alias Lucky Gupta, but Anju does not like him. She has met and has fallen in love with a dashing young man named Raja Singh Rathod. Although Khanna is upset with her for falling in love, he would like to meet him, to which Anju agrees to and brings Raja along to introduce him to her dad. It is then that Khanna finds out that Raja is a poor motor mechanic, and is the brother of union leader, Shanker. He asks Raja to leave, and warns Anju that if she ever sees him again, he will arrange to have Raja killed. Anju must now decide to carry on with her love-life, or obey her father and save her lover's life.
