When a professor develops a vaccine that eliminates human allergies to dogs, he unwittingly upsets the fragile balance of power between cats and dogs and touches off an epic battle for pet supremacy. The fur flies as the feline faction, led by Mr. Tinkles, squares off against wide-eyed puppy Lou and his canine cohorts.

The Omnibus movie is composed of 4 episodes about human beings and cats. #1 episode is woman's love and parting story, being told by cat’s perspective. #2 episode is father's story who is realized the meaning of family through the cat. #3 episode is a fantastic challenge of ballet girl who wants to live with a cat. #4 episode is about a grandfather trying to pay the debt to cat instead of his dead wife.

After two-month-old kitten Chibi-neko is abandoned by her former owners, she is found by 18-year-old Tokio. Although his mother is allergic to cats and has a great fear of them, she agrees to let him keep the kitten because she fears he is becoming too withdrawn after failing his university entrance exams. Chibi-neko soon falls in love with Tokio. In her own mind, Chibi-neko is a small human who speaks in human words, although people only ever seem to hear her meow, and she believes that all humans were once kittens like her. A stray cat tells Chibi-neko of a paradise called Cottonland, where dreams can come true.
